At the rate Cornell raises money, I wouldn&#039;t be surprised if they announced sufficient funding for construction within 12 to 18 months.</description>

And it&#039;s evidently still in the &#039;Concept Phase&#039;. So I take that to mean that the University is still trying to raise more money for it.</description>
